Can No Longer Create SAML Applications In IDCS

When attempting to add new Application (SAML in this case), the following error occurs.

-- Error
The value for the attribute 'appIcon' is invalid

-- What is working
IDCS is working SSO and Federation for existing applications is working

-- Business Impact
The issue has the following business impact:
Due to this issue, customer cannot add any new Federation App.
