Symptoms
On 11.12.1.0.0, Opportunities
Cannot create an Opportunity with an associated Contact
A sales rep is getting a double error below when attempting to create an opportunity with a certain contact, called Joel R Evans (already tied to existing opportunities).
It is possible to save the opportunity without a contact or a few existing records tied to other accounts.

Attribute PerPartyId in OpportunityContactEO is required.
The value of the attribute Function is not valid.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into OSC > Navigate to Opportunities icon
2. click on Create Opportunity > fill in necessary fields and Contact Name as Joel R Evans, then leave Account blank, or user INECS for Account Name
3. click Save > error appears
4. go to Contacts icon, open contact Joel R Evans, create an opportunity from Contact page > error appears when clicking Save
