Site Map Icons are Empty When Pressing F5 (refresh) in IE Or Navigating To Another URL And Back Again

The application level buttons (site map, target list, reports) are not shown

The application level buttons (site map, target list, reports) should be downloaded

The issue can be reproduced at will with the following steps:
1. Log in to the application
2. The application level menu buttons are not seen. Placeholders are seen but not the actual font

The issue can also be re-created by using IE and pressing F5 or refresh. Alternatively navigating to another URL and returning to the eclinical application causes the issue

The issue has the following business impact:
Due to this issue, users cannot see which application level button to press as the UI is not rendered correctly
