Manage Employment: Updated Location in the Department is not auto-populated (Doc ID 2302986.1)

An employee was hired in a department which had a location assigned. Location was changed for the department and customer expects this to be changed automatically for all the employees in the respective department. This won't happen automatically.
So in Manage Employment edited assignment, cleared out the department and location. Selected the department again and the associate location should appear, but is not auto-populated.
In the same time when hiring a new employee and add the department, the location is auto-populated.

Is this expected behavior?
