Address Section Is Not Visible For Readonly Contacts

Symptoms

On : 11.12.1.0.0 version, Accounts, Contacts, Households

ACTUAL BEHAVIOR

Address section is not visible for readonly contacts

For the readonly contacts the address is not visible for the users in Profile page but it shows in Overview page.
Please let me know how to make the address field visible when the contact is readonly.

EXPECTED BEHAVIOR
-----------------------
Address suppose to see for read only users too.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OSC who have role as Veritas Legal Admin
2. Navigate to Contact object
3. In the profile page Address is not showing, if customer add update privilege then user can see address.
