Webservice Link Is Not Triggering after recent update bundle (Doc ID 2303425.1)

Symptoms

On : 11.1.11.1.0 version, Accounts, Contacts, Households

- Noticing the issue with the Existing WebServices in the Production environment all of a sudden after the recent update bundle applied during last weekend (18 - 20 Aug)
- Also getting an Error while trying to register the Web Services from Application Composer
- Screenshots are already attached for these

Connection timed out

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Goto to OSC --> Application Composer --> Webservices --> try to invoke a existing webservice

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot use webservices.
