Unable to Change a BP status to 'Complete'

Information in this document applies to any platform.
After switching a BP to Draft mode and making a small change, users are unable to move it back to Complete status.
Any attempt to switch the BP to Complete results in the following error:
The system could not process your request.
Logging in again may help in some cases.
Contact your System Administrator if you are still having problems.
STEPS to Reproduce
1. uDesigner > Business Processes
2. Click on the affected BP to select it (the BP is in draft mode)
3. Click on the BP to select it
4. Click "Status"
5. Select "Complete"
RESULT: Unifier Notification Error is thrown.
