Content And Experience Site Stuck in Publishing State (Doc ID 2303712.1)

After taking site offline and updating, publishing is taking a long time.

The site was taken offline to work on a few updates.
After completing the work on the updates, when attempting to put the site back online, the site has still not finished publishing after a number of hours.
Unable to terminate the current publishing process.

In the Experience --> Sites UI where the site is listed, if you hover over the icon next to the publish status for the site, it shows the tooltip "Site is currently being published".
