Error: "Unable To Load Data. KEY NOT FOUND: dialogs.unknownError" When Accessing the Cloud Admin Tool

When a user attempts to log into the Cloud Administration portal, the following error occurs:
Unable to load data
KEY NOT FOUND: dialogs.unknownError
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
- Provide login credentials.
- On Dashboard page, choose Cloud Administration portal.
