Change Of Item Class Does Not Trigger NIR Process

Information in this document applies to any platform.
Change of Item Class Does not Trigger NIR process.
When trying to change the item class of this item which has NIR. However, NIR is not triggered and the item still remains in approved status.
The issue can be reproduced at will with the following steps:
1. Create new item with item class 1;
2. Item is get approved.
3. Change the Item Class -> Item Approved.
