New Price Groups Can Not Be Created, Duplicate ID Error (Doc ID 2304325.1)

When trying to add a new Price Group to the Price Groups List, in occs-admin or via endpoints, users are not able to add new price groups.

OCCS returns an error:

However, when users navigate to the list of current Price Groups that Price Group is not there.

The <pricegroupID> that is causing the error was at one point deleted/removed from occs-admin.
