Oracle JCS SaaS extension deployment on runtime runs out of JDBC pool with exception

Unexpected exception caught: weblogic.jdbc.extensions.PoolLimitSQLException, msg=weblogic.common.resourcepool.ResourceLimitException: No resources currently available in pool Connection1 to allocate to applications
