New BP Records Are Being Created Erroneously When Opening Records in the Same BP Log

Symptoms

On some Projects, when a BP Record is opened by either selecting the cog icon (options menu) or right-clicking and choosing Open, the system generates a new Record. 

The new BP Record only appears after a screen refresh.

On other projects, new Records are not generated when selecting Open.
