OSN Not Loading From Fusion Application Social Icon, Instead A Blank Window with a Spinning Icon is Presented

Symptoms

For all users who have logged in using the Company SSO and vpn using Internet Explorer, the Social page does not load from FA and the wheel keeps spinning in Oracle Social Network Server (OSN) Rel 12.

Users have an FA personID and the employee whitelist setup is correct

Issue does not occur with Edge - however Oracle Sales Cloud is not supported with Edge.
Issue does not occur with Chrome.
