Unable To Approve Timesheet With Error "Unable to load data, An unknown error has occurred" (Doc ID 2305239.1)

Symptoms

When attempting to approve timesheets, the following errors occur.

ERRORS
On Screen:
"Unable to load data, An unknown error has occurred"

Web Access log:
"Errors located:
  UserAssigned: The resource does not have a user associated with it."

STEPS
The issue can be reproduced at will with the following steps:

  1. Login to P6 Web.
  2. Browse to Timesheet Approval.
  3. Attempt to approve timesheets.
