Unable To Approve Timesheet With Error "Unable to load data, An unknown error has occurred"

When attempting to approve timesheets, the following errors occur.
"Unable to load data, An unknown error has occurred"
Web Access log:
UserAssigned: The resource does not have a user associated with it."
The issue can be reproduced at will with the following steps:
- Login to P6 Web.
- Browse to Timesheet Approval.
- Attempt to approve timesheets.
