Account Territory Team Member Cannot Update The Account Name

Customer has set up condition HZPARTIESZCM39.
This Grant is intended to allow members of a territory team to edit any account that is associated with that territory.
However, this is not working. Customer is only able to view records - not edit them.

Customer expects to be able to edit the accounts in a territory that is related to their territory team.

The issue has the following business impact:
Due to this issue, users cannot properly delegate roles and responsibilities.
