Symptoms
The Create Taxable Transactions in Spreadsheet process is used to create Tax transactions, but Import External Transactions to the Tax Repository ESS job ends with warning.

STEPS
--------
The issue can be reproduced at will with the following steps:
1. Navigate to: General Accounting > Journals > Create Taxable Transactions in Spreadsheet
2. Populate the FBDI records > generate CSV file
3. Load interface file for import
4. Import External transactions to the tax repository
