Global Search takes 60+ seconds and gives error FND-6602


FND-6602 The search results may be incomplete because some applications are not currently available for search.

The issue can be reproduced at will with the following steps:
1) Login to Sales Cloud
2) In Global Search enter string
3) Click to search
4) after approx 60 seconds no search results are returned and error FND-6602 is shown

The issue has the following business impact:
Due to this issue, users cannot search for accounts
