Still Seeing All Accounts After Following Instructions From The Restricting All Access Documentation

Goal

The user is still seeing all accounts after following instructions from the restricting all access documentation.

Customer trying to configure a role to restrict "All Access" to accounts and contacts. They are following this documentation (https://support.oracle.com/cloud/main/downloadattachmentprocessor?attachid=1620475.1%3AR12&action=inline). However, the test user is still seeing all accounts in the system. Could you help me to check what went wrong

Why the restricted user can able to see all accounts?
