Symptoms

When attempting to upgrade or install P6 Professional ClickOnce, the following error occurs.

Application cannot be started. Contact the application vendor.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to the Oracle Cloud Portal
2. Click the link to install P6 Professional using ClickOnce
3. Issue occurs
