Cannot See Transaction Level Note on Notes Tab in Collections

Cannot see Transaction Level Collections notes in the Collections 'Notes Tab'

The issue can be reproduced at will with the following steps:
1. Advanced Collections

2. Query customer account

3. View Notes Tab

The issue has the following business impact:
Due to this issue, users cannot see collections notes created if navigating to Note Tab.
