E-mail Template Updated With HTML But OOTB Template Is Being Sent

ACTUAL BEHAVIOR
---------------

Email templates for 'forgotten password' and 'agent forgotten password' have been updated with new HTML changes and the changes published however, when the e-mail is sent the out of the box OCC template is still in use. 


EXPECTED BEHAVIOR
-----------------------
E-mail template with updated HTML should be sent.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1 Downloaded the email
2 Change the HTML with the new HTML
3 Uploaded the e-mail with the new template
4 Published
5 Enabled e-mail

The issue has the following business impact:
Due to this issue, users cannot view e-mail template with new HTML changes.
