When attempting to add input values for newly created elements the following error occurs.

ERROR
An input value cannot be added to this element because element entries or run results exist.



STEPS:
The issue can be reproduced at will with the following steps:
1. Manage elements
2. Create new element
3. Attempt to add an input value
