Employee Measurement data model (which is used in conjunction with Goal and Review Measurement Data Models) does not contain EMPLOYEEID.

The EMPLOYEENUMBER, in the Employee Measurement data model appears to pull an internal database type number. Not the SmartOrg Employee ID.
