Territory Not Getting Assigned to Lead after R12 Upgrade (Doc ID 2308039.1)

On : 11.12.1.0.0 version, Leads, Sales Campaigns

ACTUAL BEHAVIOR
---------------
Assign Leads based only on geography

We had followed (Doc ID 1983118.1) to assign leads based on geography in R11 and it was working fine.

After R12 upgrade this is no longer functioning

EXPECTED BEHAVIOR
-----------------------
Lead territory assignment to work as expected.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Followed Territory Assignment On Simplified Lead Based On Lead Address Only (Doc ID 1983118.1)
2. in R12 lead territory assignment is not working as expected.

The issue has the following business impact:
Due to this issue, users cannot territory in leads.
