Sales Quota import is stuck

In the CCPA-TEST environment, logged in as TGRIFFIN (an administrator role), at 1:29 AM Pacific Time, I imported a Sales Quota zipped file containing the four sales quota files (attached). It is currently 10:52 AM Pacific Time - this has been "running" for 9.5 hours. Previous imports of quota for the territories in this environment have taken about 80 minutes.

Customer expects the import of Sales Quotas to complete in under 2 hours.

The issue can be reproduced at will with the following steps:
1. Login as admin
2. Imported a Sales Quota zipped file containing the four sales quota files (attached).
3. Processing is running for over 9 Hours.

The issue has the following business impact:
Due to this issue, users cannot import Sales Quotas in the application.
