Create Cost Accounting Distributions Did Not Process Cogs Transactions (Doc ID 2310015.1)

Symptoms

Actual Behavior:
Create cost accounting distributions didnt process COGS transactions

Import revenue lines program imported 8 lines related to same sales order

Out of 8 lines 2 lines didn't get processed by "Create cost accounting distributions"
Those two lines in CST_REVENUE_LINES table related to that sales order is marked as POSTED_FLAG = 'N'

Also don't see any records in CST_COST_DISTRIBUTIONS table for these 2 specific revenue lines. Ran Create cost accounting distributions, but it didn't process these lines.


Expected Behavior:
COGS transactions should be created for all lines in the sales order

Steps:
The issue can be reproduced at will with the following steps:
1. Create Sales Order and Invoice
2. Interface Sales order Issue transaction to Costing
3. Run Import Revenue Lines
4. Run Cost Accounting distributions
