Promotion Notification Page Hangs (Doc ID 2310420.1)

When the user submits the promotion approval he is  able to see the details in the notification. However, the HR Specialist cannot view the notification and the notification hangs with no content in it.

The issue can be reproduced  with the following steps:
1. Click on the  promotion approval task and notice the link does not return and there is no response.
