Goal

Per the ARCS documentation (link below), "You cannot edit or delete transactions for reconciliations with the status Pending, Open with Reviewer, or Closed." But preparer users are finding that they are actually able to modify recs that have been set to a status of Open with Reviewer. Is this a bug?
