Primavera Gateway Error "Error in Connection: Verify Connection Parameters and Try Again" When Trying to Configure File Provider as a Rest Service in the Oracle Cloud

When attempting to configure the File Provider to connect to a REST Service, the following error occurs when running the Test Connection,
Error in Connection: Verify connection parameters and try again.
The response was: Connection unsuccessful, Please verify the XML configuration.
Tried all: 1 addresses, but could not connect over HTTPS to server: localhost port: 443
The issue can be reproduced at will with the following steps:
1. Write a REST Service that returns an XML file
2. Create a new File Provider deployment in Primavera Gateway
3. Select RestService as the File Data Source Type and then enter the connection details for the REST Service
4. Click the Test Connection button and the error will occur
