* ER * Overage Protection On New Social Cloud SKU

Goal

Customer mentioned that there is no overage protection feature on new Social Cloud SKU, Prospects in Japan need the overage protection. To get new budget to pay the exceed fee is too difficult.

1. Overage protection for year The limit should be automatically set to the amount which the customer contracts.

2. Overage protection for each month. Customers want to set the limit for each month. They know the seasonality of the social conversation and want to control how much they will collect the data in each months.

Customer will purchase 100k messages for a year. But if the messages exceed over 100k, Oracle will issue invoice for overage fee. Generally getting another extra budget for the invoice is hard for Japanese customers. For old SEM customers, Oracle provides monthly overage protection. But for new Social Cloud customers, Oracle does not provide yearly overage protection. So, this is an ER for providing overage protection for new Social Cloud customers.

Additional to that, it's better if customers can control the monthly limit in a year. For example, some customer may usually wants to collect 10k messages/month but may wants to collect 50k message for the specific month.
