Questions on BI Administator Role After Release 12 Upgrade

Customer has following questions on BI administrator role
(1) Why does customer not have BI administrator role any more after R12 upgrade? They are not able to modify reports for users.
(2) All users (BI Author, BI consumer etc). are able to change the permissions on all reports/folders/sub folders? How can we change this to only BI Administrator?
(3) Which roles allow user to Edit the report? Customer does not want all users to be able to edit reports.
