Symptoms
Applying OAC 17.3.5 patch, fails with following error:

<timestamp> Phase backup completed
<timestamp> Unable to patch as mid-tier DB admin credentials not available. Please run /bi/app/public/bin/store_dba_credentials and re-run patch.
<timestamp> Failed
