Symptoms
On : 11.12.1.0.0 version, Manage Project Costs-Allocate Project Costs
When attempting to create uncosted Labor expenditure batch, the Business Unit LOV is empty and gives the following error :
The value you entered is not valid
A user has restricted values that that can be entered into this cell
STEPS TO REPRODUCE

1. Download the ADFDI Sheet from the Projects Page
2. Open the Sheet and click on BU Field
