OCCS: Avalara Outage Caused Database Overload

Customers had outages of their Oracle Commerce Cloud site caused by Avalara outages. The following pattern was noticed in the storefront logs: Avalara connection errors started and in 15-20 minutes after this "No resources currently available in pool" errors filled in logs. Until connection with Avalara was restored, the site was not usable.
One is running on 16.6.1 and the other is running on 17.1.3.
