Reporting Manager Can't Be Set For Users (Doc ID 2312083.1)

Symptoms

On : 11.12.1.0.0 version, Accounts, Contacts, Households

ACTUAL BEHAVIOR
---------------
Customer has created new users via import process. About 10-20 new users being created every day. All of a sudden, since today night the value for the field "Reporting Manager" under Manage Users will not be saved any longer.

EXPECTED BEHAVIOR
-----------------------
Reporting manager (resource information) should be saved as part of the import job

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Sales Cloud
2. Navigate to Setup and Maintenance -> Manage File Import Activities
3. Submit a job for Employee Resource Import
4. Look at the imported user in Manage Users
5. Resource Information is not populated.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot be used upon they are imported using Employee Resource Import process
