Attempting Input Interface Returns the Error 'utf8' codec can't decode byte 0xd0 in position 0: invalid continuation byte

Symptoms

On : NA version, Input and Output Interfaces

When attempting to Interface Item/ANY OTHER input file
the following error occurs.

'utf8' codec can't decode byte 0xd0 in position 0: invalid continuation byte


STEPS
-----------------------
Steps to re-produce:

1. Go to Input Interface UI
2. Drop down - select Item or any other input interface which is having the issue
3. Error message 'utf8' codec can't decode byte 0xd0 in position 0; invalid continuation byte
4. click OK
5. Click Upload Files - Choose File button
6. Browse to ITM/ANY file.
7. Click Upload button
8. Error message 'utf8' codec can't decode byte 0xd0 in position 0; invalid continuation byte

BUSINESS IMPACT

User cannot proceed to interface the item file to the WMS system and hence impacting the testing and client implementation/operations.

Changes

 This solution is applicable to WMS version 8.0.0 and the WMS version 8.0.2
