Territory Not Getting Assigned To Lead After The Release 12 Upgrade

Symptoms

On : 11.12.1.0.0 version, Leads, Sales Campaigns

ACTUAL BEHAVIOR
Territories are not getting assigned to Leads after the assignment process completes successfully. For example, the customer has a Lead with the Lead address having the state of VIRGINIA. There is an active Territory with the dimension members having one of the states as VIRGINIA. When the customer runs the assignment, this Territory does not get assigned to the Lead.

EXPECTED BEHAVIOR
The Territory should get assigned to the lead based on the lead address State value.
