On : 11.12.1.0.0 version, Approve Requisition
ACTUAL BEHAVIOR
---------------
Requisition approval is not working with the following setup
A requisition is created: XXX123, when Manage Approval is selected, it routes to 2 approvers. However, when the first approver approved the requisition, the status of the requisition is approved and the approval routes to only 1 approver. The approval setup is not changed during the creation and approval processes.
EXPECTED BEHAVIOR

It is expected to have the requisition routed to the two approvers.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Edit Requisition - > Manage Approvals -> Submit Requisition
2. Manage Requisition - > Action Detail - > Requisition is approved.
