ACTUAL BEHAVIOR

Incorrect coverage start date when enrolling and designating a dependent

EXPECTED BEHAVIOR
-----------------------
Expect the coverage start date to remain as the date of enrollment when designating a dependent.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Self Service benefits-->Enrollments
2. Designate dependent on a plan
