Error When Importing Items with Special Characters (Doc ID 2313868.1)

On Fusion Product Hub : 11.12.1.0.0
When attempting to import a file into a batch, with a record that contains a special character, the following error occurs.

-- Error
The value Caf� for attribute Series in the attribute group DepVSTest is invalid because it is not contained in the value set VS_Series_1. (EGO-2745624)

-- Expected Behaviour
Expect that the file will and record will import successfully as the value being given for the user defined attribute exists within the respective value set

 -- Steps
The issue can be reproduced at will with the following steps.
1. Create Item Batch
2. Add Item to Batch via File
3. Submit Batch for Import
4. Error Occurs
