Duplicate Identification batches have same batch ID (Doc ID 2313923.1)

Symptoms

On : 11.12.1.0.0 version, Accounts, Contacts, Households

ACTUAL BEHAVIOR
---------------
On the Duplicate Identification Batches screen there are 2 batches that have the same Batch Id
As 2 batches are running simultaneously, records are getting locked and they get into Error


EXPECTED BEHAVIOR
-----------------------
Should only submit one batch

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit duplicate identification batch
2. the batches are created in duplicate with the same batch id
3. This causes the batches to error out

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot complete dup identification
