Fusion Applications - Global Payroll - Error When Adding Element Entry: "The Payroll Relationship Identifier Does Not Exists" (Doc ID 2314138.1)

On : Release 12 version, Global Payroll

When attempting to add an element entry for an employee to the element "<Element Name> " for the date "30/04/2017" we are getting the error "The Payroll relationship identifier does not exists".
But we are not getting this error when we try to add the same element entry for a different dates say 31/05/207 OR 30/06/2017.

the following error occurs.

ERROR
"The payroll relationship identifier does not exist. Review code or contact your help desk. (PAY-1635484)"

STEPS
The issue can be reproduced at will with the following steps:
1. Go to Person Management - search for an employee;
2. Open Manage Element Entries;
3. try to add - and receive the above error.
