On : 11.12.1.0.0 version, Financial Reporting and Analysis

ACTUAL BEHAVIOR
---------------
When creating reports in Smart View, some users that have access to All ledgers and no Segment Value Security has been set, get the message #No Access. After selecting some members in the report, the #No Access is removed and #Missing messages are shown instead.

EXPECTED BEHAVIOR
-----------------------
If a user has access to All Ledgers and no Segment Value Security has been set, the Smart View report should not show at any time #No Access.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set up a user with these roles and DAS: Roles: Employee, Financial Analyst, General Accountant, IT Security Manager and the corresponding DAS
3. Open Smart View
4. Connect to the Essbase
5. Create an Ad Hoc report
