In the Performance Management module, Managers have to assess goals set for their direct Employees. In order to be accurate in the rating,  Managers need to be able to enter a percentage rather than choosing a value on a fixed rating scale. For example, if the objective is to deliver $100K revenue, and the Employee reaches $73K, it is required to be able to enter the value: 73% of the goal achieved.
Ratings will vary from 0% to 200%. In current solution that would require a rating scale of 200 values from which a manager needs to choose.
