Single Sign-On (SSO) Enabled Fusion Apps Environment Sends a Welcome Email to New Users With a Link to Reset Password

Information in this document applies to any platform.
The customer has their Oracle HCM Cloud Fusion apps environment (pod) Single Sign-on enabled (SSO). This means that the users for this HCM Cloud Service are authenticated by Single Sign-on/ADFS (Active Directory Federation Service). However, when a new user is created in the HCM Cloud application, a "Welcome" email is received as follows:
Congratulations! Your Oracle Fusion Applications account has been successfully created.
Please follow the link below to reset your password. ---------------------------------------->> THIS IS THE LINE WHICH IS INCORRECT
For any issues, contact your system administrator.
This email is incorrectly worded because the users cannot reset their password because they must use their Single Sign-On password. This is the email which is normally sent when users are authenticated by Fusion. However in this case, the accounts are authenticated via Single-sign on/ADFS.
