Partner De Duplication Is Not Working As Expected (Doc ID 2314987.1)

Partner De Duplication is not working as expected.
Under Review Configuration Results, when we search for possible duplicates using a set of parameter as shown in the screenshots we get 4 records with different match rules.
On creating a new record with same set of parameters and same data, it is displaying only a single record under Possible Duplicates.


Customer expects the results should be same under Review Configuration Results and Simplified UI which is not the case.

The issue can be reproduced at will with the following steps:
1. Duplicate Organization matching configuration and set the cluster key to exhaustive.
2. In Review Configuration Results, insert data and click on Find. 2 Rows are returned.
3. In UI, create a new partner and insert same data. Upon Clicking Save and continue, only one record is suggested as duplicate.

The issue has the following business impact:
Due to this issue, users cannot rely on DQ matching behavior.
