Cannot Upload CSV File For Import On The Manage File Import Activities UI

In the manage file activities page, while uploading csv file for import, get the following error message:
Your request could not be completed because of an error with the content management server. Contact your help desk.The request could not be completed because of the following error: The attachment information cannot be retrieved. (FND-2403) Details: The attachment information could not be retrieved because the file repository is unavailable. Cause: The file repository is unavailable at this time. Action: Contact your help desk...oracle.apps.fnd.applcore.messages.FndMessagesUtil$FndMapResourceBundle
