How to capture Product group-Publish and create event on UI

Information in this document applies to any platform.
The client requires to be notified on their (external) system whenever a product group in OSC is created, updated or deleted.
To support this requirement, user need to capture Product group updates (via publish) and deletes (made inactive) via Groovy script triggers.
However, when a product group is CREATED, there is no facility to capture this event.
Customer are able to capture product group update but NOT when published.
How to capture product group PUBLISH event along with CREATE event on UI?
