Change Order Stuck in Scheduled After Item Revision Level EFF Changes (Doc ID 2315492.1)

After approving the Change order where Item Revision level EFFs were modified, the Change Order becomes stuck in "Scheduled" status.

Change Order would complete successfully

The issue can be reproduced with the following steps:
1) Create item and send for approval
2) Change the Item Revision EFF attribute after approval
3) Create change order and enter new revision
4) Approve the change order
5) Once change order is approved, query the item again, system shows latest revision but new changes are not shown.
